I've had the event card to catch Latios in Sapphire for years now, but to this day I still haven't successfully caught it. I should also mention that if you live in America or Europe and have HG/SS, you still have a couple weeks to connect to Nintendo WFC and get your Enigma Stone so you can catch one of these things.

Why the arrow? They're counterparts, not evolutions.
